Radio Accounting Authority and Conformance Testing And Certification For Long Range Identification And Tracking (LRIT)

This is to notify the shipping community on the followings:

 

(a) Information on the radio message accounting and list of Mongolia approved Radio Accounting Authorities; and

 

(b) Information on Application Service Providers (ASPs) to conduct LRIT conformance testing for Mongolia Ships.

 

1. Radio Accounting Authority

a) The ITU Convention provides for Radio Accounting Authorities to settle maritime radio-communication

accounts for ships licensed by the Mongolia Maritime Administration.

 

(b) There have been many problems occurring in international radio maritime accounting, hence no ship is entitled to be registered or to maintain registration under the Mongolia flag unless the owner shall have entered into a valid contract with an authorized radio service company pursuant to the terms of which the latter assumes the accounting obligation.

 

(c) It is mandatory that all international maritime radio traffic charges for radio-communications from ship to shore, both terrestrial and satellite, shall be settled by the approved Accounting Authority which has the legal contract with the owner of the vessel.

 

(d) The Radio Accounting Authority for the vessel has assumed full responsibility for the payment of the radio-communication charges and has further given a guaranty to the Government of Mongolia that no charges will accrue to the account of the Government of Mongolia and, therefore, ensures that the guaranty remains fully effective. It is imperative that all radio traffic charges be sent to the Radio Accounting Authority only and not to any third party.

 

(e) ITU-T Recommendation D.90 limits the number of Radio Accounting Authorities based in other countries that the Mongolia Administrator may recognize up to twenty-five.

2. CONFORMANCE TESTING AND CERTIFICATION FOR LONG RANGE

IDENTIFICATION AND TRACKING (LRIT)

 

1. This Shipping Circular supersedes Shipping Circular No. 3 of 2012 and Shipping Circulars No. 19 of 2010. It serves to update the shipping community on the new appointment of testing Application Service Providers (ASPs) to conduct LRIT conformance testing for Mongolia Ships.

Fulcrum Maritime Systems Ltd (Fulcrum) remains as Mongolia Ship Registry of Ship’s Recognised ASP to conduct conformance testing for Mongolia ships.

 

2. With effect from 1 August 2016, MMA has also appointed Fulcrum Maritime Systems Ltd (Fulcrum) as authorized testing ASPs to conduct conformance testing for Mongolia ships.

 

3. The SOLAS regulation V/19-1 which entered into force on 1 January 2008, applies to ships engaged on international voyages: passenger ships, including high-speed passenger craft; cargo ships, including high-speed craft, of 300 GT and above, and Mobile Offshore Drilling Units (MODUs). Ship-owners/managers of applicable ships are to ensure that their shipborne equipment is LRIT compliant and capable of transmitting LRIT information.

 

Application for Conformance Testing

 

4. As part of the formal process for LRIT conformance test, all Ship Owners/ managers are to complete the form which is downloadable from the following link:

Please ensure that the vessel’s details declared in the LRIT conformance test application form correspond to the other existing statutory certificates of the vessel, for example, Mongolia Certificate of Registry and Cargo Ship Safety Radio Certificate.

 

5. Ship-owners/ managers are to contact the respective authorized testing ASPs with the completed form to have the conformance test conducted. The contact detail is:
